Unable to recognize DVD drive

I am running Windows 8.1, and my Dell Laptop is unable to recognize my DVD drive.  I've done a Windows Update, and checked the Dell website for the drivers.  Also, I've tried the iFixits, but no luck.  Also, I was unable to locate any of the "filter" registry keys that some tutorials show.  I am getting a code error #19.
