From what I have seen, 8.3 seems to fix a lot of bugs. People seem to also like this update, I have yet to install it on my ipad because I am jailbroken and would like to keep my jailbreak however like I said, it sounds like a good update. Lately the .x updates such as 8.1, 8.2 have been ok updates that fix a lot of bugs, that's what .x updates are supposed to be for, bug fixes.

If you go to the Settings app and find where the update is located, there is a "learn more" button/link that will open a window that lists all the changes. It is a pretty through list.
