Oh my goodness. I thought I was the only one who had this problem.

I reformatted my PC last night and today about 5 times because I suddenly had issues displaying Korean characters (Japanese and Chinese was just fine!) where they appear as boxes only. I managed to isolate the problem a bit where Windows Update seem to be the culprit. I made restore points before each batch install of Win Updates. I noticed that the problem occurred right after I install Internet Explorer 10+. I have to restore the PC before I install it for the Korean to show up again as uninstalling it doesn't fix the problem. :/

This ONLY happens in Chrome. But everything was working fine BEFORE I reformatted.
