IE11 Temporary Internet Files Issue

My work laptop is running Windows 7 and IE11.  Multiple times per day I have to go into Internet Settings because something is changing the "Check for newer versions of stored pages" from Every time I visit (my preference) to Never.  I do a lot of html/JavaScript/ColdFusion development and it is frustrating when I think some code that I've changed isn't working...only to find out that the browser has changed to Never again.


Our desktop team doesn't know what is going on - and claims there isn't a policy setting this value.


Any suggestions?  This was happening before when using IE9 as well.  It seems to happen 4-5 times per day for multiple days in a row...and then it will stop for a week or more before starting up again.


As you can imagine - it's difficult to do web development when your environment keeps changing.


Is there a way to "lock down" the value?  Is there a way to determine how/when it is getting changed?


Any help would be greatly appreciated!  Thank you!!
