External HD - Reformat and Remove Preloaded Software?

I need a small external HD and the one I'm interested in (Toshiba) comes with preloaded software.  Can I reformat the drive and remove the software?  I don't know if the mfg has a way of embedding it, making it difficult to remove.  I've run into that problem with installed flash drive software.
