A1PCleaner: Am I Infected?

Appears to be a fake, nearly ransomware, antivirus.  Window appears and, to the novice, can not be removed.  There is no "brand name" on the window, but it says  "Your PC May Be At Risk" and something to the effect that you have a 95% chance your data is in trouble.  The "English" grammar is flawed.  The window stays on top in the middle of the screen and is immovable.  


It is being thrown up by Probsalert.exe.  The suspect Program is in the folder Tuneup Computer A1PCleaner.   There is a Taskscheduler dll in the folder.  The product publisher is Cobatech.  It withstood a sweep by Malwarebytes.  


Anyone seen this?
