Windows 7 makes a new personalization theme when computer starts up

For some reason, whenever my computer starts up, it creates a new theme based off of what my current background is. It leaves everything else the same such as Window color, except it doesn't cylce through backgrounds, which is how I tell and then when I open up the personalization window, it's set on "unsaved Theme" using whatever background from my current theme rotated in at startup. I would like this to not happen, if possible.
