Everytime I do Hardware and Devices scan I get an error "Harware changes might have not been detected. Recently I have noticed "Windows cannot load classes registry file" in the Event Viewr. I had rebooted in Clean Boot and determined that the error is caused by Intel Integrated Clock Controller Service - Intel ICCS. I have stopped that service using msconfig.exe.

Could be corrupted OS, corrupted Profile.  Try make another USER ADMIN account and see if it does the same thing.  I honestly wouldn't waste anymore time trying to fix this if you can't find easy answers online, faster way would be to back up your data and reinstall WINDOWS.

There is no registry error in new profile, but I still get an error about hardware changes. Should I just stick with new profile? How do I move all the pictures and videos to new profile?

Just transfer whatever files you need into the new User folders.  So everything you had from your old account find its User Folder and move everything over.  My Computer, C: Drive, Users should show the two accounts and from there you can make your transfer.  Most people have their data in their User folder unless you like manually move it to the desktop or create another folder in whatever drive.  Everything on the desktop you should move as well into the new User folders and from there you can rearrange although you will see the files in the Desktop folder. 

 

Id honestly reinstall windows, wouldn't wanna deal with the troubles and it'd be a clean fresh install. Did you try looking for microsoft fixit programs on website?  http://support.microsoft.com/mats/hardware_device_problems/en-us

Of course re-installing windows is not simple since you'd need to save your data in a different logical drive.

I do not have a different drive to back up my data. I will run the fix in my new profile. Thank you!

I have updated all the drives except for display adapter. It seems to be updating fine, I reboot the computer, but the driver is never updated.
