Drive replacement recommended.
Completion Code 7.
Cannot get into safe mode.

Self test error code 7 means the drive has failed. Windows will not boot because the system is unable to load the primary boot sector from the drive. Replace the drive and reinstall Windows. It may be possible to recover information from the drive however it will need additional software and likely externally connected to another computer to copy data off.
