(Repost) Windows MSConfig won't open. All other solutions don't work. Help?

(Hey guys. I had previously posted a thread in "Windows 7" which was moved to the "Am I infected" section. My post became stagnant after the switch was made and I was hoping that a fresh post may yield more ideas. Old post here)

 

 

Hey guys. 

 

Recently I found that my MSConfig will not open on my PC. I get the error message "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item". I am, of course, an admin on this account. 

 

Googling lead me to try running "sfc /scannow" which reported no errors. I also used CCleaner to scan for registry problems, which reported no errors. Both Anti-malware Bytes and Windows Security Essentials reported no errors.

 

What worries me is that many of the threads online receive the error message "Windows cannot access..." for other applications and they use MSConfig to fix it. In my case, I receive the error message for MSConfig, and all my other applications are fine.

 

One more thing that worries me is that my date and time settings simply do not open. No error message, no nothing. These problems could or could not be mutually exclusive, I'm not sure.

 

I've ran out of ideas. Any help? I can run any programs or logs needed
