WinMe "cannot create or replace. there is a sharing violation"

I cannot copy any picture from a flash drive to the my pictures folder in Windows Me. Nor can I replace images currently in the folder with newer ones to overwrite. whenever I attempt, the following message will appear on every attempt "cannot create or replace [file name]. there is a sharing violation"

 

There seems to be no information on the internet about this error, nor is it in auto-complete

 

please help me remedy this.
