error 1720 there is a problem with this windows installer package.

I am trying to download software.  It stalls about 60 percent through and I get a pop up box with this message:

Error 1720. There is a problem with this Windows Installer package.  A script required for this install to complete could not be run.  Contact your support personnel or package vendor.

I am running windows 8.1 with IE 11.  My work wants me to run IE 8 or 9 because they are slow getting updated.  I have changed my internet all around and have had success running other programs for my work.  I have been told that I am getting this error message because I have a virus. I have run Avast and Malware bytes and they both come up clean.  I went to Microsoft.com and ran a diagnostic fix it tool to fix my registry.  The program said that I did not have any problems with my registry and it did not fix anything.  I tried to do system restore and roll my system back to an earlier date so see if that might help.  I am unable to do do system restore.  When I reboot my computer a pop box appears that says system restore failed  would you like to try again.  Now my internet options are all messed up and I am unable to run any work applications.

I think I can fix the internet options but I still have the Error 1720 code that I do not know about.
