Application Failed To Initialize Properly (0xc0150004)

At some point today I started getting an application error, title says it all. "The application failed to initialize properly (0xc0150004). Click on OK to terminate the application."

The problem however, is that this is not isolated to one specific program. When it starts happening, it happens to any and every program I attempt to open. I can restart my computer, and it will function properly for a little while, but eventually the error begins popping up again. I can't use start>run, I can't even access start>programs when the error is up.
