right alt key thinks its a crtl+alt button?

for ages I've been used to using the alt+left arrow key shortcut to go page a page on my pc but since i got my new laptop the only alt key which will actually make this command work is the left one, every time I try to use the right one (my preferred) it just rotates the whole screen exactly as if i had pressed ctrl at the same time even though i haven't even gone near it :/ 

how do I fix this!!!!!!!


i'm using windows 8.1

Dell inspirion 8gb, 2gb nvida graphics card

Have a look in BIOS to see if the arrow keys are assign a function other then functioning as a arrow keys. Also make sure to install correct keyboard layout or input method for a language.
