Im trying to figure out which laptop to buy, wanting the one that is going to have the better Graphics Card to run newer games. I know they arent exactly GAMING LAPTOPS, just trying to get the best one out of the two.

Acer Aspire V3-572G-54S6 15.6" WLED Backlit Screen, 4th Gen Intel Core i5-4210U (1.70GHz), 8GB DDR3L Memory, 1TB HDD, 2GB NVIDIA GeForce GT 840M Graphics, Windows 8.1

HP 15-p030nr AMD A8-5545M 1.7 GHz 8 GB DDR3L SDRAM 1024 GB 5400 rpm Hard Drive 15.6-Inch Screen, AMD Radeon HD 8510G graphics Windows 8.1

Please explain why one is better than the other, I know the specs are pretty close but its the Graphics card that I am worried about.

I'd go for the Acer.  Video Card rating.

As you stated these are very similar graphics cards but the Nvidia one does support Dx 11.2 and the AMD based one only supports Dx11.  It may be that edge you need to play the game you want.  Hope that helps.
