I came across several programs that claim to be able to create files with img/iso extension from disc/floppy - e.g. imgburn and winimage. But many are considered undesirable programs and bundled with adware or something else more malicious.

Is there any safe program out there that I can use to create an iso/img ? Any info will be appreciated. Thanks

I would go with Imgburn. You can opt out of any program it offers during the install. If you do not care about sounds, you can use 7zip to extract the program file exe file from the installer and avoid the program offers all together. You only need the exe file for the program to function.

Edit: You can make it portable by following the steps here.
