Windows 8.1 doesn't always go to lockscreen

I have it set to go to lockscreen when it sleeps after inactivity and sometimes it doesn't do it. When I come back to my computer and press a button it just wakes right back up and bypasses the passcode. Not really a big problem but I'm curious what's happening.

Search for 'Sign-in Options'. Click 'change' under the 'Password policy' option.
