Internet Dropping, "Cannot lock current drive" during CHKDSK

Hello,

I originally posted about my internet dropping when I connected my Win 7 PC to the network. Original post here: http://www.bleepingcomputer.com/forums/t/568833/internet-dropping-when-win-7-pc-is-connected-to-network/

 

I was asked to complete the prep guide and repost, and I did every step, but the CHKDSK step was not completed due to an error message in command prompt: Cannot lock current drive. Chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts?

 

I restarted (into safe mode) and it gave me the same result. I tried chkdsk /f and chkdsk /r.

 

My internet issues still persist. Can you help me?
