Which password was forgotten, a 4 digit unlock code, or the actual iTunes account password? What OS is the iPad on: 6.0, 7.0, 8.0?

If I am helping you with a problem and I have not responded within 48 hours please send me a PM.

As long as the user knows the iTunes (apple) account password (the one they would use to approve an app download) you can unlock it by plugging it into a computer and wiping the device. It will prompt you to sign in with the last used apple account after the wipe. If you don't know the apple account password you essentially will have a locked device on any OS 7 or newer.
