Can't access my account/run .exe files in safe mode. Lockedout!

I can't run any .exe files even in safe mode - I'm not really computer literate but I know I'm completely hosed on my Toshiba laptop - its about 4 years old.  It seems I can't run any virus scans at all. All files are block.  Any help would be appreciated. Thanks.

 

I can access the internet through safe mode but that's about it.
