windows 8.1 constantly rebooting

really struggling now any options computer keeps restating on a loop cant boot in safe mode only thing i can access is the bios

Have you tried F9 to log into Windows recovery?

Go to the run command and type in msconfig  from there you can do a safe boot.  Make all Microsoft items hidden and disable all the rest. 

 

On the boot page change it to safe mode.

 

Very easy.  It's the only way I know of that is simple.  When you done be sure to change the boot up back to normal OS.

cant actually get into windows full stop

1 turn computer on

2 packard bell loading screen

3 saying restarting

process over and over again on a loop

managed to run xpmini from disk but cant enter msconfigto change bootup type need to to take it out of safe mode is there a dos way of doing it
