Wanscam no video over internet

I got a couple JW0008 Wanscam cameras

They work on the internal network with no problems

They work via cell using eview 7 no problems

I am using ipcpnp.com that came with the cameras for dns

I set the IP addresses on the cameras and forwarded ports 10001 and 10002 on the router

Both ports are open and verified with open port check tool

Router say succeeded so all is good there

If I connect via cell phone using 3G to the external ipcpnp.com address I can see the cameras

If I go on various computers over the internet (WAN) the page doesn't load

If I tether my pc to the 3G on the cell phone the page doesn't load.

Logging in stops after I put in the username and hit enter.  This is the page where you choose active X for IE, Server Push from Chrome and No Plug in for smartphone.

I have enabled all active X controls in IE, cleared cookies and setup the dns as a trusted site.

Now I am stuck.
