Computer with Windows Vista,  Text-to-Speech voices are Anna and a male Toshiba voice, according to the TTS item through Windows Control Panel.

How does one find other, free/freeware tts voices so they can be used in Balabolka, and what must be done with whatever is downloaded so the voices can be chosen in Balabolka or other use in Windows?  Nothing is clear about this.

I recommend just using an online (Non-copyrighted) website for different TTS voices. If you would like to record those voices, you can use Audacity: http://audacity.sourceforge.net/

Some good TTS websites:

http://www2.research.att.com/~ttsweb/tts/demo.php (Contact "Wizzard speech" to get premission to use it, click the "restrictions apply" button beside the download button on the site.
