If you don't care about your programs getting lost (your data is kept) you can refresh your computer.

Sometimes you can force Windows 8 to troublshooting mode doing the following.

  1. Hold the Power Button for 5 seconds or until the computer completely shuts off.
  2. Press the Power Button to turn the computer on.
  3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off.
  4. Repeat this process 2 or 3 times until you see the Preparing Automatic Repair screen.
  5. Let the computer boot to the Automatic Repair screen.
  6. Click Advanced Options, and then select Troubleshoot.

Edit: Holding the shift key and pressing the power button may also work.

i cant boot from a cd but it will let me boot from usb

You can download windows 8 recovery media here: http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media

It's a big download but you can create a USB recovery disk.
