I am actually having the same issue as this thread from a few years back, though nothing conclusive happened with that one.

Basically, once a day I get a new tab opened in my browser of a .htm file that has been added to my desktop. (Note, the browser is Chrome, the tab appears in an already open window. I have IE installed as well, but never use it so I can't say if it would appear there as well. Operating system Windows 8.1)

That file has this message

Your system is in danger!

The consistency check has detected that one or more components have been modified.

Thereby Viruses, Trojan Horses, Backdoor programs, Spy-Ware, etc. could have sneaked into your System. Also costly dialer programs may have been installed.

Your system is exposed to the following risks:

Viruses and Worms spread either confidential documents on the Internet, delete your hard disk or damage your PC.
Trojan Horses and Backdoor programs give other people access to your PC and transmit confidential data, like passwords, banking/financial information, etc.
Dialer programs cause great costs for Internet access.
The danger of Viruses, Trojan Horses and Backdoor and Spy programs especially leads from the software piracy scene and is often found in Cracks of commercial programs. Nothing prevents a cracker from modifying the software to his advantage.
Therefore don't use illegal copies, but only offical licensed versions! Remember that all your activities on the Internet leave your IP-address. To be sure, install an unmodified version from www.cfos.de.
Support further development of your software!

Illegal copies could have triggered this alarm as well. You can read our opinion about this here.
But if you do like this software so much, why not go ahead and buy it now!

I did a windows defender scan and it found a couple things, which I removed, but the problem has continued. I have also deleted the files in added to the desktop and emptied the bin.

The two issues Windows Defender found were "Ransom:Win32/Urausy.C and Trojan:JS/Medfos.B"

It began a few days ago after I installed windows 8.1 from 8. (I am sure they are not connected, but that is when it began.)

[Note: ESET did detect issues, see the end]

Trying the suggestions in the other thread I ran TDSSKiller and no issues were found, but I attached the log below.

The program quarantined them and then  I deleted that. Searching the files it seems like those could have been the problems, at the same time, the weird thing is a lot of them like the two media files, hypercam, and firealpaca have been on my system since my previous computer and never seemed to be an issue before.

There are 2 different versions. If one of them won't run then download and try to run the other one.
You only need to get one of these to run, not all of them. You may get warnings from your antivirus about this tool, ignore them or shutdown your antivirus.
