Programs being prevented from starting

Started a few days ago one program wouldn't open but everything else was fine.  I ran malware bytes and it got rid of some stuff.  I also have Norton Antivirus running all the time.  Then a few days later I tried running skype and it wouldnt open either.  It does open in the task manager as many times as I try to open it but the program never actually runs.  Google chrome and Firefox are still opening just fine.  But now if i try to open norton it crashes (aka not responding) as does VLC or windows media player if I try to play a movie. I have run malware bytes multiple times including in safe mode and it hasn't found anything.  Please help.
