Post microsoft phone call scam no boot

Hi, I have been given a pc to try to clean after a friend of a friend talked with a so called Microsoft technician for and hour and gave them remote access to the pc. The pc has been turned off and upon reboot a windows loading splash screen comes on then goes to an old style windows security log in box for a password. After speaking to the friend there has never been a password on the pc so I can only assume it's part of the virus?
I have downloaded kaspersky rescue cd and run that from boot up and no better.
I have run windows defender offline cd and no better.
You cannot get into windows repair.
Safe mode displays same log in box.

Before I go further I would like to know if there is anything I should be doing ?

Pc is a 64 bit win 7

if you have the original windows cd that came with the computer boot from that and do a system restore to an earlier date

Hi, just to update that when I didmget to the system restore there were no restore points to select.

I can't help feeling maybe it's booting into a shell rather than the true windows boot. Is this possible does anyone know?
