1. I click on Screen Saver.

2. I then right-click on Screen Saver.

3. I then click "Set as background."

4. But instead of getting a full lscreen 18"x11" pic I get a small 9"x7" pic.

What am I doing wrong?

Are you trying to change a wallpaper?

Go to Control Panel>>> Personalization>>>Desktop Background

At the bottom left, Select "Fill" or "Stretch" under Picture Position.

I went to Control Panel, Personalization, Desktop Background  but when I got to bottom left I could find no Fill or Stretch under Picture position.
