Windows Installer

I did a standard system recovery on my PC today. i wanted to reinstall Norton Internet Security 2006 and it told me "installer requires Microsoft Windows Installer to be on your PC; w/o it you can't install this Symantec product". It then asked me if I wanted to install that update, and i said yes. It started to download that update and then stopped and said unable to update MSI system component. I cant seem to figure this out and I am asking for any help I can get.

There are some instructions from Symantec L@@K for proper removal and reinstallation of MSI and NIS 06
