Win 8.1 is not saving settings after I changed them.

When I change a setting such as the "Notification area". When I change the settings it changes back to default after I reboot. Last reboot it added the Language Bar in the notification area. I have Malwarebytes Anti-Malware (Premium), Malwarebytes Anti-Exploit Free and Webroot SecureAnywhere.

Some how I fixed it as I was trying to find the reg keys lol. :)
