Disappearing icons & URL line on iPad Mini

Thought I'd give BC a try before I take this d*** thing outside and shoot it. Today I did an update. I don't know if it was something in the update or something else that I may have done but now when I open a website and start scrolling down, the icons and URL line disappear along with the tab line directly below that. To access the back arrows or the URL I have to scroll back up and the icons and URL line will once again appear. Is there a way to lock the URL line and the tab line once I get them back up so they will quit disappearing when I scroll down?

To my knowledge, there is no way to turn that off.

You should just need to slightly scroll back up and it should reappear.
