Computer constantly restarts, can I set it to boot to normal?

Is there anyway to make a windows 8 machine boot back into normal after setting the safe mode in msconfig? The machine is infected and because of it just continues to restart, any offline tools or anything to change this back so I can effectively work on it?


Using ubuntu and sharing how to as well as collecting how to scripts for common programs. Feel free to ask or share ^-^
