I need it to make Visual Studio 2013 run for my C# class.

It always fails at installing. When I try to uninstall Internet Explorer 9, it says it failed at uninstalling that as well. When doing a clean boot on a PC, it still says it fails to install. And finally, I tried to make a Restore point, but that fails as well.

My OS is a Windows 7 64 Bit Service Pack 1. It says it fails to install, without even explaining why it does so.

Make sure IE is set as your default browser.  I did the system restore, downloaded all updates, and then set my default to a different browser.  Windows Update would not run after that.  I ran the malware scans and device conflicts that were suggested and they didn't work.  Hope it helps.
