I'm new at this and am not sure what do to so anyone that can help is greatly appreciated... :)

 

I'm in need of a software program that will allow me to write on graphics. It doesn't have to be anything fancy, but it has to be free. ;)

 

I've searched the web but haven't found anything that works for me.

 

Any suggestions?

You already have one — Windows Paint. I can write using nice fonts on any image.

GIMP can also do this, it is free but can do much more than ms paint. It's an open source equivalent of photoshop. It will also let you "write on top of" animated GIFs as well as still images if you fiddle with the layers settings correctly.
Back on this site, for a while anyway, been so busy the last year.

My systems:2 laptops, intel i3 processors, windows 8.1 installed on the hard-drive and linux mint 17.3 MATE installed to USB

Paint is great tool for that otherwise photoshop also can be used
