slow start up and very slow internet

Well after many days on the malware section on this site they finally sent me here saying my computer has no viruses or malware. My computer is kind of slow to start up, takes around a total of 3-5 minutes to start up and load the few start up programs I have. Once the computer is fully booted I really don't have issues opening programs that are on the computer but Norton pops up every so often and says svchost.exe is using 99% of my cpu. The internet is another story, I have to wait 10-20 minutes for web pages to load if they load at all. I thought it may have been my wireless card going bad but it does the same thing hard wired and it does the same thing in safe mode as well. All my other devices work fine on my network and so did this computer until it started acting like this. To the best of my knowledge this issue started after I let someone use my comp for a few days and that person constantly leaves the computer on all the time and plays games on facebook. My computer is a Toshiba Satellite C655D-S5202 running windows 7 home premium. Any help would be appreciated, thanks
