gpu fan controller program?

hi i had great help from this forums from before and i would like to say thanks 

i need more help

here are my specs

right now my gpu fan is not working and in hwmonitor the temps are more then 70c 

i can see dust in the fan

i cant open the case and clean it since im afraid of breaking it i did clean out my cpu fan

for some reason my cpu fan is not working right now

do i need compressed air?

or is there like a program to force the fan to work

This is not what you asking but, it is a way to resolve your problem.

For test your CPU fan, you probably need remove it and use a old phone charger(you will need to peel it), to put it in a power plug to see if its really have a problem.

my cpu fan is working plus i dont wana take apart my laptop is there some sort of software or anything to help me run it since i when i play games the gpu fan wont work and it would get hot and laggy

it might be a big dust bunny or im not sure

You will need to assemble it anyway, if the fan is not the problem, you will need clean it with a brush and air can,and maybe changing the thermal pasta in the microprocessor, and look too in the Outings air to see if they have something blocking their way.
if the PC have warranty, just go to them. If not, dont be afraid, study a little bit about your computer, and how to not lose screws. It just this simple, open the back part of it, brush the dust at last. Or call some friend with a little geek knowledge.

i tried speed fan before and i think my motherboard doesn't support it
