XP- Services.msc is not available (Screenshot attached)

 This is a PC I came across at work. Services keep crashing for the database on the software program we use. When this happens we normally go into Services.msc to restart it. I am interested in recreating the ability to access services. Anyone have insight on this. I already tried going to the folder named MMC and renaming it, then restarting the PC. No success in recreating the services management interface screen.
