How to create links in a PDF, preferably using Photoshop CS6

I want to have an interactive PDF - I've created the links in photoshop using the slice tool, but saving the finsihed file as a PDF somehow loses the links. I've tried flattening the doc, and changing some of the save settings, but nothing's working. 

I don't have access to Acrobat...but i can probably use the design suite (if I drive a half an hour).
