Duplicate partitions in Disk Management and no context menu options

When I go into Disk Management, I see a duplicate entry for the Recovery partition, with both entries having the same letter assignment.

 

Also, when I right-click on any partition, I do not get the normal context menu. Instead I just get the single entry "help"

 

I think the duplicate entries are a symptom of some other problem that may be causing the computer to have problems finding/using the recovery partition. When I try to reboot into Windows Recovery Environment (using any of several methods), the computer just boots up as normal into Windows.

 

Since the right-click context menu does not show the normal options, I cannot mark either recovery partition as active, which will sometimes cause the computer to boot into WinRE.
