After searching the web I found a post that talks about it possibly being a physical problem with the mouse itself (bad usb cable) or there is evidently a power saving section you can look at:

USB selective suspend setting” disabling suspend setting go in to control panel> power options > high performance > change advanced power settings > double click on “USB settings” and then disable “USB selective suspend setting”.

Let us know if this works for you!

Hi .. after looking around the web it appears this may be a physical problem with the mouse itself since you said your brothers mouse works fine.  You can contact Logitech for support and if its under warranty get a replacement.

If its not under warranty it looks like its time for a new mouse.
