Cant open Windows Sound Panel

For some reason, my pc has become a bit laggy when browsing the internet. I'm using Chrome. And then something strange happened. I was rendering a video in Sony Vegas, when Vegas crashed. After that I had to restart my PC since when I played a video, it just stopped, and spotify crashed. And I simply got no sound from my speakers. I restarted my PC, and then I suddenly couldn't open Windows Sound Panel. I really don't know what happened here

My specs are below:

I7-4770K @stock speed
Asus 780 GPU
16GB Corsair RAM
Asus 97 Hero
Samsung Hyper Evo SSD 256GB
Windows 8.1
Newest drivers installed

I'm using Symantec Antivirus Protection
