How to create Hotspot when I'm already connected to wifi?

I have 2 wireless network adapters - internal and external.
So hotspot can be created via two ways (but I don't know how?):
1. Create hotspot on second one while using 1st one for wireless connection.
2. Use the same wifi card by using "AP mode". This feature is supported by Connectify but I don't want to use this software (it causes driver problem) and I don't know any other software.
 
I have a poor wifi signal so it connects only to laptop and I want to share this connection so that I can connect my Android phone to the Internet.
 
OS: Windows 8.1
External adapter : TP-Link TL-WN722N
Lenovo B490

If your internet is as bad as you say, I'm not sure you can even create a hotspot.  And if you can, your phone probably won't work too well.  I have the same problem here in the rural USA.

I found this tutorial which solved the problem http://www.eightforums.com/tutorials/52910-internet-connection-sharing-create-wifi-hotspot.html (I just replaced wifi connection over LAN connection in step 3. )
