Slow to come out of sleep mode, etc

My computer is slow to come out of sleep mode.  When I awaken it with the keyboard or mouse I see the desktop almost immediately, but I can't move cursor nor can I use the keyboard.  I just timed it and it took less than 1 minute but it feels like forever. 


While it is waking up, I hear the same sound that the computer makes when a new piece of hardware is plugged into it.


Any suggestions as to how I can speed this up?


Another (unrelated?) issue is that at times the computer is very slow when I try to scroll up and down on websites. 


Here are some of the specs from my computer:


Windows Vista Home Premium, Service Pack 2.


Acer Aspire X1700


Processor: Pentium Dual CPU E2220 @2.40 GHz




64-bit Operating System.
