CPU usage at or near 0%, horrible lag times

My son brought his Dell Inspiron home from college in a bad state.  For two or three weeks, he was seeing the following behavior: runs well for 10-60 minutes, then hangs like crazy, but with CPU usage at or near 0%.  Restart helpful.

 

All his files were in the cloud, so I decided to do a fresh Windows 7 install.  Went through several rounds of Windwos updates.

 

For several days, it appeared that all was well, good performance as this machine used to have.  I can say that getting the right drivers took me quite a while.  (Maybe I tried to install some drivers that weren't the correct ones, during the driver throes.)

 

The computer starts to hang, not completely freeze, keyboard and mouse still work.  I wait, computer resumes after 2-15 minutes.  I noticed that CPU/processes all go to pretty much 0%.  Nothing that is apparently hogging resources.

The Speccy snapshot is showing a warning in the S.M.A.R.T. attributes.  The Current Pending Sector count and the Uncorrectable Sector Count are 0000000063.
 
Please download and run SeaTools for Windows.
 
When the website opens scroll down till you find the I Accept button and click on it.
 
If you scroll down below this button you will find instruction for installing this.
 
Once you install this program you will see an image similar to the one below.

1.  SeaTools for Windows will search for hdds on your computer.  Please remove any external storage devices connected via USB port.
 
2.  Detected Drives will list the hdd/s found.  Place a check mark in the drive you want to run the scan on.
 
3.  You will see Basic Tests above Detected Drives, move the mouse pointer over this.
 
4.  A menu will open with options for different scans, please click on Long Generic Test
 
5.  This will start the scan.  When the scan is complete you will see the result under Test Status , please post the results in your topic.

I was afraid this would be the result.  Fortunately it looks like your son has his important data backed up on cloud.  This there is any other data he would like to save, I would suggest doing this immediately as it looks like the hdd is failing and may not last much longer.

 

If you need help with choosing another hdd, or instructions for changing the hdd, just let me know.

Arachi, thank you for seeing us through this.  We were kind of thinking we needed to replace the hard disk but we were hesitant without being sure that was what was needed.  I got him to get a few straggler files into the cloud before I reinstalled Windows, so we're all set there.

I'm glad your son had his data backed up.  Too often I see topics where the member has found that they need to replace the hdd and discover that they have lost all of their data because they hadn't bothered to back it up.

 

You posted that you had done a fresh installation of Windows, but you didn't explain how this was done.  If you used the recovery partition on the hdd you are going to need a installation disc.  If you don't have a installation disc you can download a ISO image of Windows 7 Home Premium (64-bit) which you will need to burn to a disc to create a bootable installation disc.  You can use the instructions below to burn the disc.

 

How to burn ISO image using Windows Burn Disk Image.
 
Notice:  This applies only to Windows 7 and Windows 8, earlier versions do not have this.  
 
1.  Place a blank CD or DVD in the tray of your optical drive and close the tray.
 
2.  After you have downloaded the ISO image you want to burn right click on the Start orb, then choose Windows Explorer.
 
3.  When Explorer opens click on Downloads in the left pane.  Scroll down till you find the ISO file you want and double click on it.  Click on Burn Disk Image.
 
4.  In the image below you will see Disk burner:, this should be set to the optical drive you want to use.  Click on Verify disc after burning if you want to Windows to verity the disc image after burn.  Click on burn.

5.  In the image below you can see that the green progress bar, when the image is finished burning the bar will be filled.

6.  After the image has completed being burned click on Close
