Repair windows 8 installation from another PC?

I have an Acer e1-510p laptop with windows 8 that keeps saying "A required device isn't connected or cant be accessed. Error code: 0xc0000185" I would like to use a windows 8 cd to attempt a repair, but the uefi won't let let me boot from cd! I see there is a bios update that will let you change from uefi to legacy, but the usb ports are failing. Seems like my only options are to repair from cd or put the hdd into a working tower and repair the windows installation (if thats even possible)

Does the disk boot with SecureBoot and Fastboot disabled?
