Brand new Dell Inspiron laptop intermittently takes 5 minutes to boot

Hello, I hope someone can help me. I have a brand new Dell Inspiron that came with Windows 8.1 installed on a 1 TB hard drive. Any time I get a new computer, I always reformat and partition, which I did in this case. This was my first Windows 8/8.1 install, and everything went smoothly until, at some point, the computer would occasionally get locked up on the username screen for several minutes when booting. I tried uninstalling and reinstalling certain Dell utilities that I thought might be the problem, and even downgraded the BIOS after seeing that Dell had removed it from their website. I spent hours on the phone with Dell tech support. They weren't very knowledgeable, and seemed unable to troubleshoot what was going on by looking at the Event Viewer (a couple of times I let them take control of my computer, so they could see the errors). We ran hardware diagnostics and everything checked out. I even ran Memtest86+ and Western Digital Data Lifeguard Diagnostics on my own. Still nothing. Their solution was to restore Windows using the recovery partition that Dell installs, which can't be done, because I reformatted the hard drive.

 

The computer was purchased through Microsoft and is no longer in stock, so it can only be returned and not exchanged. I have until the 27th to either figure this out or return it. I spent all night yesterday reformatting and reinstalling Windows AGAIN, and the boot problem and errors came right back. The only programs I installed were Kaspersky Internet Security 2015, CCleaner, and StartIsBack. I attached an image of the errors I'm getting in Event Viewer. Thank you for your help.

Please download MiniToolBox to your desktop, double-click it, select the options below and press go. It will create a log, please post the contents of it into your next reply.

  • Flush DNS
  • Reset IE Proxy Settings
  • Reset FF Proxy Settings
  • List Installed Programs
  • List Restore Points

Download CCleaner from here. Once installed, open it and head over to the tools tab and select start-up. In the bottom right hand corner, select save to text file and select a name for it. Open the saved document and post the contents of it into your next reply. As-well as that. click the 'cleaner' tab, keep all the checkboxes the same and press run cleaner.
 
Download Autoruns from here, save it to your desktop and then extract it. Double click the extracted folder and navigate to autoruns and double-click it. Select file, save and change the 'save as type' to text file. Type in a name for it, such as Autoruns log and click save. Please post the contents of it into your next reply.

I also recommend you run a scan with Malwarebytes Anti-Malware and AdwCleaner.

In CCleaner, please select the following and click disable in the right-hand side:

In Autoruns, please navigate to the three services which are highlighted in yellow, right-click them and select delete.

 

What was the result of System File Checker? Did you run Malwarebytes Anti-Malware and AdwCleaner?

Everything has been done except for Malwarebytes and AdwCleaner. I didn't think it was necessary, since I just installed Windows last night, but I'm downloading it now.

 

SFC said "Windows Resource Protection did not find any integrity violations."

Hello again,

 

I was out for dinner and haven't had an opportunity to test it. However, when booting it up right now, everything went smoothly. :) I really hope that did the trick, but it will take some time to know for sure. By the way, did you see the attached image of my Event Viewer in my first post? Are "service control manager" errors common?

Edit...Unfortunately, the problem is still there. Here is the list of services that failed to start, many of them have duplicate entries in the Event Viewer:

ShellHWDetection service
gpsvc service
Browser service
Computer Browser service
iphlpsvc service

 

I've never had this problem when restarting the computer. It only happens after the computer has been shut down completely.

Perform a clean boot mode, press the Windows Key + R on your keyboard and type in services.msc. Navigate to any services that are set as disabled and change them to manual.

 

Restart your computer (stay in a clean boot) and go back to services.msc. Don't open any other application or browser. Any device that is set to automatic, but is not started, change it's start-up type to manual. Any application that is on manual, but is started, change it to automatic.

I'm slightly confused. I performed a clean boot mode, then restarted. Do you want me to then go to services.msc, set services to manual and restart again?

Sorry about the delay. I've been away from the computer. Everything was done as you asked, with the exceptions below:

 

Group Policy Client (not running) is set to Automatic (trigger start), but won't let me switch to manual (it's greyed out). Multimedia Class Scheduler (not running) was switched to manual. Software Protection (not running) is set to Automatic (Delayed Start, Trigger Start), and also won't let me switch to manual.

 

Time Broker (running) is set to Manual (Trigger Start), but won't let me switch to Automatic.

So far, so good. It will take a while before I know for sure. I'm not seeing any errors in the Event Viewer. Are these settings permanent, or are they just used for testing?
