I recently was browsing the internet and got the NSA scam pop up. It did not lock my computer.

I ran Malwarebytes twice 1 in safe mode and windows. Both times came up with no issues. The definitions were updated. Am I okay or not?

any good pop blockers/ad blockers that are good?

If this all occured in the browser, there's an extremely high chance that you are perfectly clean, they are simply trying to scare you. If this occured outside of the browser, then it's a completely different case.
