Program To Make Windows Open Slowly?

Seems like backwards thing to want, but my friend is psychiatrist with multiple patients that cannot have windows opening in a snap, theres something about that instant "pop" effect of windows opening instantly that gets to them. Is there any program or way to make windows open slowly with some sort of transitioning effect?


Using ubuntu and sharing how to as well as collecting how to scripts for common programs. Feel free to ask or share ^-^

You can set it in the registry but the shift key needs to be pressed when minimizing or maximizing. You can see the effect in the video.
