Windows 8.1 Freezes during login

I have a Toshiba Satellite that is relatively new and has been having this issue for the past couple months. I will go to login and it will just sit at the screen that shows my username, welcome and the spiraling dots. It will keep loading until I shut it down by holding the power button. This problem doesn't happen every time but it is quite frequent.  I also have a issue where I login fine but my desktop will not show up and nothing on screen will work so I have to restart the computer using the power button. I have looked around and have not seen any solutions so I would appreciate the help.
