Windows 7 Chrome and Android Phone Browser being redirected to russian sites

I'm kind of at my wit's end. My phone and my computer both randomly redirect links to vktarget(dot)ru and there's a bunch of malicious javascript injected into random pages. I'm trying to figure out the source of the problem and clean it but all the scanners I've used have come out clean. Or if they haven't, I've used and deleted stuff until they came out clean. The problem still persists though so I'm at a loss

How do I get to the bottom of this? I'd deeply appreciate any insight :(
